Central Chemical Procurement

A) Objective: It is to control inventory of chemicals.

B) Implementation date: November 5 2004.

C) Violation: It is a serious safety violation not to follow the rules and procedures in purchasing chemicals.

D) Rules:

1) All chemical purchase must now go through Mr Ong Pang Ming (x2632, phyongpm).

2) Strictly no cash-On-Delivery Order is allowed under all circumstances.

E) Procedures:

1) User call for quotations, fill up the purchase requisition/attachment,
waiver forms and obtain approval from the respective PI and Approving officer.

2) User please provides the contact number and list down the chemicals to be purchased (please refer to attachment file).

3) Handover the documents to Mr. Ong (Blk S11 03-04), he will proceed to raise POs.

4) All chemicals will be delivered to Mr. Ong and he will contact the user for collection.

5) Purchases from NUMI (National University Medical Institutes) could still carry on, along with the following conditions:

a) before the purchase, user must submit the list of requested chemical to Mr. Ong.

b) after the purchase, user should photocopy the receipt and invoice to Mr. Ong.

APPENDIX

F) Special Purchase Procedures:

1. Common chemicals/Flammables
Common chemicals/solvents purchase should be minimized to less than 20 litres per lab. If large quantity is required, the requestor should get safety committee/HOD's permission and ensure there is adequate storage room before ordering such chemicals/solvents.

2) Posions:
Any poison which is to be imported from other countries should be informed to faculty's poison licensee (Dean's Office) and all requirements stipulated in poison act should be adhered strictly.

3) Toxic/Hazardous chemicals:
All hazardous chemicals and toxic chemicals which are found under Environmental Pollution Control Act and other workplace health & safety Act should be purchased with minimal quantity to avoid pollution and potential danger to health of staff/student.

4) Radio chemicals:
All radio chemicals should be treated as radioactive and all procedure found in the Radiation Protection act should be followed for purchase and use in NUS labs. Get prior approval from Deans office (L4 licence holder) for getting any exemption from the said act.

5) Explosive chemicals:
Chemicals listed under "National Convention on Chemicals weapons Declaration" should be purchased according to the convention and records should be maintained.

6) Material Safety Data Sheet:
The seller or any agent of the seller shall provide the buyer with a material safety data sheet for the substance as per "The Workplace Safety and Health Act". The department has the right to take in-house enforcement action against those who violate such provision or they can complain to MOM against the violators.

7) Annual Inventory of chemicals
An annual inventory check should be conducted by department. The department/lab should maintain inventory checklist as per the attached form and such inventory should be made available for Faculty verification.
